In the afternoon of September 28, one of the activities of the 2021 China-ASEAN vocational education joint exhibition and summit forum, the 2021 China - ASEAN "Belt and Road" Transportation Vocational Education Forum, hosted by the People's Government of Guangxi Zhuang Autonomous Region and undertaken by the Department of education of the Autonomous Region, prepared by GTVTC was successfully held in Nanning. The forum was hosted by Professor Li Wenyong, principal of our college, and with the theme of "jointly building professional standards, jointly cultivating technical talents to serve the transportation development of the“Belt and Road". Scholars and leaders in the field of transportation and vocational education in China and the Belt and Road countries were invited to seek common development. There were more than 100 online and offline participants.
Dr. Ethel Agnes Pasqua Valenzuela of the Southeast Asian Ministers of Education organization (SEAMEO), Li Xiaoyong, the full-time deputy secretary of the Education Committee on engineering education of the Autonomous Region Party Committee, Hu Huaping, the deputy director general of the Department of Transportation of the Autonomous Region, and Professor Wang Yimin, the deputy director of the National Transportation Executive and Steering Committee, delivered their speeches.
In his speech, Dr. Ethel mentioned that since its establishment in 1965, SEAMEO has maintained close cooperation with China in education, science, and culture. Although the epidemic has interrupted offline exchange and learning activities, it has also accelerated digital and technological changes. SEAMEO has launched online training program for vocational education, which has great potential in the field of vocational education in the next decade.
Hu Huaping introduced in his speech that in recent years, Guangxi's transportation industry has accelerated the construction of "orienting to ASEAN countries, taking advantage of Guangxi Beibu Gulf, leveraging the development of the Guangdong-Hong Kong-Macao Greater Bay Area,allying with the western provinces" transportation channels with the new requirements of the new mission of "Three Orientations" and the "Five Principles of Solid Development" as the main line and the construction of a transportation power as the guide, and established a "Four-in-One" modern three-dimensional transportation pattern with the inter-dynamic development of the river and sea, sea-rail combined transportation, advancing both by land and water, and traffic connection of airport. During the "14th five-year plan" period, the construction of a powerful transportation country and high-quality development will provide a broader development space for the majority of skilled talents of transportation.
Li Xiaoyong said in his speech that over the years, the Party Committee and government of the Autonomous Region have attached great importance to TVET of transportation. The scale and quality of TVET of transportation in Guangxi are constantly expanding and improving. It has won more than 10 national-level landmark achievements, such as the national teaching results award, the teaching innovation team of teachers, and the advanced collective of textbook construction, which has laid a solid foundation for deepening the "Belt and Road" TVET of transportation cooperation.
In Wang Yimin’s speech, he pointed out that Guangxi is an important gateway for China to ASEAN and the Belt and Road. The development of the "Belt and Road" requires the premise of transportation infrastructure construction and the support of a large number of internationalized technical talents. And the development of TVET of transportation in Guangxi has broad prospects.
Mr. Yem Netnarith, first secretary of the Embassy of the Kingdom of Cambodia to China, as the representative of the ASEAN diplomatic and consular missions, extended congratulations on the successful opening of the forum.
H.E. Mr. Abdul Aziz How Abdullah, Counsellor of Education, Embassy of Malaysia in China, representatives of the Consulate General of the Socialist Republic of Vietnam in Nanning, the Consulate General of the Republic of the Union of Myanmar in Nanning, the Consulate General of Indonesia in Guangzhou, member units of China-ASEAN Transport Vocational Education Alliance and domestic transport enterprises attended the forum.
In the keynote speech of the forum, Professor Lee Der-Horng, academician of The Academy of Engineering, Singapore, delivered a speech on transit research and application development of smart city rail, discussing the establishment of smart subway brain based on industrial Internet and artificial intelligence technology, which is helpful to solve the pain points of subway operation, management and service.
Professor Chen Qingquan, an academician of the Chinese Academy of Engineering, proposed in his speech on electrified transportation boosts energy efficiency and carbon neutrality that through the integration of four networks and four flows, the energy intensity, emission intensity and logistics cost of automobiles will be reduced, which will effectively help the national "Double Carbon" goal.
Professor Zhai Wanming, an academician of the Chinese Academy of Sciences, delivered a speech on the development and prospects of China's high-speed railway, and put forward the prediction of the future development trend of high-speed railway by reviewing the development process of China's railway.
Professor Sheng Hongyu, secretary general of UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training, put forward his thoughts on "mass entrepreneurship and innovation" education from TVET track of the seventh "Internet plus" competition. Dr. Do Nan Trung, consul general of the Consulate General of the Socialist Republic of Vietnam in Nanning, and Joan Amoros, president of the European Railway Transport Union, reviewed the course of China-Vietnam and China-Europe transport cooperation respectively with the expectation of better development in the future by taking advantage of the "Belt and Road" initiative.
At the forum, the inauguration ceremony of the "China -ASEAN Transport Training Base" jointly built by GTVTC and the Southeast Asian Ministers of Education Organization Regional Centre for Technical Education Development (SEAMEO TED) was also held. Party Secretary Wen Zongyin, Dr. Songheang AI, director of SEAMEO TED, and Ms. Qin Ziyan, special advisor of SEAMEO, jointly unveiled the training base online and offline. In his speech, Dr. Songheang Ai said that TVET of transport is a key development area, and the two sides will continue to deepen cooperation in the future.
The offline roundtable conference was chaired by Principal Li Wenyong. Principal Li pointed out that TVET has entered a new stage of high-quality development and completed the task from "scale" to "quality" during the 13th Five-Year Plan period. The goal of the 14th Five-Year plan is from "quality" to "brand". With the national transportation power and the new land-sea access in the west entering a new stage of high-quality construction, there is an urgent need to build high-level transportation vocational colleges, cultivate versatile and high-quality transportation technical skills, and boost the high-quality development of "Belt and Road" transportation.

The online round table forum was hosted by Khat Prumsochetra, deputy director of SEAMEO TED. Five guests discussed online around the theme of "Talk about the sustainable development of China - ASEAN transportation". They were: Harry Mac, director of the Planning and Development Department of Indonesia's State-Owned Ferry Transportation Company, Amirullah, senior lecturer in automotive technology at the Malaysia Sabah Vocational College, Dr Thomas, professor of logistics management at the University of The Thai Chamber of Commerce, Purwo Mahard, senior lecturer in pavement materials at Universitas Negeri Surabaya, and Dr.Gaudencio, manager of safety, quality and planning of the Department of Philippine Transportation Engineering Services.
